Until all judges have marked their scoring as completed, you cannot assign awards using the "!" button.
Prior to having all judging complete, the "!" button used to assign awards allows a judge to disqualify an image from the competition.
The red outline on the "C" button indicates that a critique assigned to you. You should create a critique for that image. The "C" buttons without the outline are optional critiques.
